Kit Miles Secretary to the Ebone 92 Initiative =----------------------------------------------------------------------= Ebone 92 ======== Report of the meeting at Amsterdam, 30th October 1991 ===================================================== This is a summary of the meeting held in Amsterdam for those organisations interested in contributing to the Ebone 92 initiative to establish a well managed pan- European backbone service. There were 38 attendees representing 29 organisations. Cable & Wireless, ECRC, FCCN, INRIA, and Rutherford Labs were unable to attend. SURFnet hosted the meeting and Kees Neggers was chairman. THE EBONE 92 INITIATIVE There were no questions on the intent and approach. The RARE CoA has welcomed the Ebone 92 initiative and endorsed the approach. REVIEW OF THE MEMORANDUM OF UNDERSTANDING Brian Carpenter had arranged for a CERN international lawyer to give advice on the drafting of the Memorandum of Understanding (MoU). The lawyer has provided useful input and has reviewed the text. All his major points have been incorporated in the issued text. Brian emphasized that the document represents a "Gentlemen's agreement" rather than a legal contract. The text of 18th October was reviewed in detail by the meeting and all agreed changes have been incorporated in a text which was issued to a list of Ebone 92 contributors (see below). The main points from the Ebone 92 report of 16th September which form the premiss for the agreement will also be included as a pre-amble to the MoU. INVENTORY OF CONTRIBUTIONS Representatives stated the form of contributions that their organisations were intending to make. Most organisations have registered these items in writing/e-mail and the full set is to be issued as a draft Annex 3 to the MoU. CLEARING HOUSE FUNCTION RARE has offered to undertake the clearing house function previously offerd by SURFnet. The RARE offer was adopted. THE EBONE ACTION TEAM The Ebone Action Team (EAT) will prepare and implement the initial resilient kernel network. The EAT members were confirmed as: Wilfried Woeber, Peter Streibelt, Bernhard Stockman (chairman), Niall O'Reilly, Michael Norris, Peter Lothberg, John Hopkins, Juha Heinanen, and Eric-Jan Bos. Others wishing to take part are to mail Bernhard at . A draft paper "Technical Aspects of an EBS system" has been prepared by Bernhard Stockman, Peter Lothberg and Juha Heinanen in preparation for the EAT activities. The EAT was asked by the meeting to design a start configuration based on the known contributions. THE MANAGEMENT COMMITTEE A Management Committee (EMC) is to be formed to coordinate the activities for the execution of the MoU and external liaison. The following indicated their willingness to assist in these tasks: Kees Neggers, Dennis Jennings, Peter Villemoes, Harry Clasper, Phil Jones, Glenn Kowack, Ron Catterall, Brian Carpenter (provisional on CERN management approval), Klaus Birkenbihl, and a possible EARN representative. This interim team will establish the EMC and coordinate further Ebone 92 formation activities; the actual membership of the EMC will be determined at the end of November to conform with the management principles as laid down in the MoU. THE NEXT STEP The meeting agreed to proceed with the registration of contributions and signing of the MoU by the initial Contributing Organisations by the end of November. FURTHER INFORMATION ABOUT THE EBONE 92 INITIATIVE This report is the last document on the Ebone 92 initiative that will be sent to a wide circulation during the establishment phase.
